An important role of The Institute is to facilitate regional and statewide workforce planning through a sector and evidence-informed approach. Workforce planning turns insight into direction, generating the priorities and focus areas that guide the development of practical, locally relevant workforce solutions.
The Institute’s five-phase Workforce Planning and Development Framework has been purposefully designed to engage the education and care sector in workforce analysis, critical thinking, shared decision making and the development of regional plans which direct ongoing workforce development activities. A continuous and iterative cycle, the framework supports the sector to move from understanding to action, and back again, ensuring that learning is embedded and informs future planning.
It provides a structured, responsive and evidence-informed approach that translates everyday workforce experiences, insights and challenges into coordinated, meaningful action that drive long-term improvement. By capturing data and the experience of the workforce, the framework ensures that planning remains grounded in day-to-day realities of working in education and care while responding to emerging needs and opportunities.
Working with 14 Regional Alliances made up of members from across the education and care sector, the model progresses through a five-phase cycle of tuning in, critically analysing, planning solutions, activating strategies and reflecting on impact.
