Our Theory of Change

A Theory of Change is a structured way to describe how our work contributes to meaningful and lasting outcomes for the workforce and subsequently through the workforce for children and families.

It moves beyond describing what we do, to explaining why it matters and how change happens. The education and care sector operates within a system of varied pathways, dispersed workforce information and high levels of regulatory and community expectation, while often experiencing fragmented approaches to workforce development.

In this context, our Theory of Change provides a unifying framework that brings together strategy and action, ensuring our efforts are aligned toward a shared long-term goal. It sets out the conditions required for success, including strong governance, partnerships and evidence-informed approaches, and links these enablers to the outcomes and impact The Institute is working to achieve.

Importantly, our Theory of Change reinforces our role as both a connector and a catalyst. By aligning regional workforce planning, sector collaboration and workforce development activity within a single framework, it ensures that efforts are not isolated, but instead contribute to coordinated, system-wide improvement.

This narrative supports our decision making, guides investment and enables The Institute and our stakeholders across the sector to track progress and see their role in achieving shared outcomes.
